you have to have it set to shape layer. it's all the way on the top left , right next to the icon that looks like a pen with a box around it. select it, then you can change the opacity or color. without selecting this it will not show up as a layer

THNAK YOU SOOOOO MUCH! For those of use who are tech challanged and olddddd you guys are the greatest for posting these. I had to do it a couple of time and thought it would color outside of where I wanted it but I got it! TA!
